Why does DS still have a skill check?

DS has been nerfed into the ground, the least the devs could do at this point is just make DS automatically activate upon being picked up when it's still active. I know most people hit the skill check, but that slim chance that you miss makes the perk just that much more garbage.

Does it even get affected by doctor madness?
Does it get affected by overwhelming presence?
i dont get it tbh, should just be bound onto E like every cool perk for survivors (Dead Hard, Flashbang, Blast Mine, Repressed Alliance etc.)

The skill check is just there to make sure Switch players have no chance at ever using DS.
