Is bloodpoint bonus for playing insufficient role was disabled?

First day it was a 100% bp bonus for playing survivor. Now there is no bonus even if it obviously most of players playing killer at any time of day. Survivor queue time is instant and killer have to wait several minutes.

Is it bug or bp bonus was disabled?

The Matchmaking Incentives have been killswitched, as they weren't working properly:

It was disabled. No ETA on when it will come back beyond it hopefully coming in 6.1.2
