Trying to Figure out a Fan-Killer Power.

I'm working on a fan-killer for funsies. I had an idea for a killer power involving pallets as both their power and counter play but it just doesn't seem to feel very fluid. Like I'm missing something obvious. The killers primary power is a form of stealth so this other power is just their way of closing chase. Similar to how Ghostface/Mikey have exposed, Wraith has the speed boost, Pig has Lunge/HeadTraps, and Sadako has the TV's/Condemned I know that just having a good stealth isn't enough. So with my Killer I felt like this would be something that sounded really fun.

Right now the way I have it is that she can vault at medium speed when using her power. Every time she vaults over a new surface she gets a token with a base cap of 3 tokens. Each token gives her a .4 M/s speed boost. The tokens have a falloff of 7 seconds at the highest earned tier, and -2 for each subsequent one. So if she had 3 tokens, it would be 7 seconds of 5.6, 5 seconds of 5.2, and 3 seconds at 4.8. If she had 2 tokens at max, it would be 7 seconds of 5.2 and then 5 seconds of 4.8. If she dropped down to 2 tokens and vaulted again she would be back to 3.

The restriction I was floating around was that when using her power she cannot vault over the same surface twice to earn tokens. (But if her power falls off and she reactivates she can reuse vaults) The idea was that the counter play was for a survivor to work a tile and mind game in lieu of dropping pallets and holding W. It also meant that the killer gained power from Pallet usage when played well. I know that some killers already use Pallets like plague/freddy/legion/doctor so I don't think it's that unreasonable of a power.

A couple of friends I asked said that it sounded way underpowered, like Sadako tier. But just reading it for myself it sounds genuinely overpowered to be able to vault pallets like that. Obviously fan killers don't have to worry about balance, but as I'm working on a passion project I wanna do the best job I can.

What do you guys think? Does it sound easy to understand? Is it overly complicated when a simpler solution can exist? Is it OP/Underpowered? What would you change about it?
