Is it true that Mettle of Man requires you to be the obsession to work?

I was watch some videos on Mettle of Man changes and they were showing that it wasn't going off even when the perk was activated and in the comments section they were saying it now only works when you're the obsession.


If that's true, can we get the thoughts behind the changes from someone at BHVR?
