Not so simple camping resolution
Make it similar to Pyramid Head. Of course, with certain flags, and margins that need to be checked game side.
Put simply, if the killer is near a hook for longer than 15s within 16 meters, the entity will move the survivor to a hook that is further away (we're being generous here, because in-game notifications can be confusing to even experienced players at times, and looking around the hook is typically a good idea before immediately leaving it)
If another survivor is within 16 meters of the hook, but no closer than 8 meters, it will not move.
However, If the killer is within 8 meters of the hook after the 15s time, the hooked survivor will move to a different hook so long as another survivor is not within 8 meters of the killer. (to prevent swf from enacting chase at the hook in order to make it move)
If someone is going to camp, they will do so, but at a cost.
And if survivors are going to want to be ballsy, it will not punish the killer for that survivor's own actions. Whether it leads to success or not. Risky plays are still in motion, proxy camping can still be a strat if you KNOW there are survivors nearby.
