Prestige Bug

I took Wesker to prestige 1 straight away and for some reason i have all perk slots unlocked and have access to T3 perks i gained from before the prestige. I've included some screenshots to show that it would be impossible for me to have such perks at level 11 without having P3 on the relative characters. I've bought some perks from shrine but that is mainly for killers i do not own for this account.
I have restarted the game and this has not resolved it.
