If anyone who knows Myers well can answer, Is there any realm of possibility where Myers can come out of tier 3 and stalk his way back to tier 3 in about 20 seconds?
He did have the 11% stalk add on, but he seemed to be popping it way too fast, i was nowhere near but it looked like maybe off 2 survivors in an unhook situation.
Or did I just run into a cheater.

Yes, he can definitely Stalk up to Tier III in 20 seconds.

With J. Myer's Memorial and Judith's Journal, Myers can go from T1 to T3 in less than 10 seconds.

Neither of those were in play just the 11% memorial flower.

At the closest possible range with no addons he can go from tier 2 to tier 3 in 6 seconds. So yes.
