I'm on PC and if you activate Streamer mode, and someone HACKS, you CANNOT check their profile afterwards to report them. Literally any time.

Intended effect, confirmed on the news blog post on deadbydaylight.com. You can still report them and then i assume customer support will be able to identify them based on that.

It is intended that you cannot check their profile, however you can still file an in-game report as normal.

When sending additional evidence to Support, you do not need to put the players Steam64ID/Name any longer (as this information is not possible to obtain with the Anonymous Mode), however our Support team are able to tie up the reports from the reports that you have made in-game. So reporting players is still very much possible.
