It's not strong on Legion, it's strongER on Legion.
It's still just Blindness.
Plus it's on a Hex Totem, it'll be gone soon, especially if you run Hex: Ruin too.3 -

Oh yeah, i agree that it could be fun.
I remember slugging one Survivor with Knock Out and, since they weren't SWF, the other 3 were running around for at least half the slug's health bar.2 -

Blindness' biggest strength seems to be slugging, so if you're going to run a slugging build, Third Seal might be useful, but you have to compare it to Knock Out to determine whether you want full distance blind or a blind that can't be removed from the game. But I guess it's also a niche counter to maps and Bond so if you see a survivor with a map or a Dwight, I guess there's more reason to use it.

I see alot of hate for hex totems and think haunted ground fixes that. Except on him cause most perks don't work effectively on him. When someones exposed they should either go down or his deep wound should be a deeper wound that takes 2 hits. Think the third seal is at least something viable unlike rest of perks.

With his multi hit capability, third seal will hit the survivors hard when in level 3, and hooking survivors when they are all injured and 1 is hooked, it will be like token 3 devour nope, the biggest hunt for a totem
