New HUD Elements

Is there a any documentation on these new HUD elements we have?

I've noticed it alerts you when the killers ping is bad. And I'm seeing a red bar periodically next to survivors names. I thought it was indicating latency but now I think it indicates the survivor is looking at the killer.
