DBD Problems and Potential Fixes 3/10 Excessive Slugging
This is a series of recommendations to hopefully change the game for the better. I am posting each section separate, but a lot of them are connected and work much better understanding the other changes. Some are more Killer sided, and some are more Survivor sided, but overall I think it levels the playing field in a positive way.

Excessive Slugging
When you can’t do anything in the game to progress, either loss or win, it is incredibly boring, and you can only wait out 4 minutes, or recover to 95% when slugged. Although sometimes killers see multiple survivors, only slug for pressure, and go back to pick the survivor up. Also sometimes the survivor is crying somewhere near you, but due to the grass you can’t quite find their body.
Proposed Solution:
When Slugged, you can recover the 95%-100% in the same time it takes to reach 95% from 0% (roughly 30s, for roughly a minute total). You can also work on gens at half the normal rate, but only 15s after being put in the dying state, and this does not end regression if you are taken off. In addition, slugged survivors can pick each other up at half the normal healing rate. Also just as you can suicide on hook, you can bleed yourself out. Press and hold the secondary action button for 10s and you will channel a bleedout animation, similar to the unhook action. This bleedout animation is mutually exclusive with the run button (to prevent suiciding through someone trying to pick you up). The full channel will kill you and you can move on past an annoying/boring situation. This might need for you to already be 95% recovered to prevent temper tantrum abuse, but I would reduce the channel time to 3s if so. Finally if a survivor is slugged to death for the full 4 minutes, and not the result of a bleedout suicide, then the closest X hooks are permanently broken. X being the remaining hook states on the survivor. If the survivor is within the confines of the basement and those hooks are unbroken, and the survivor was never hooked, then all basement hooks are permanently broken instead. Finally, killers will get a 4m basekit aura read on slugged survivors, and no form of aura block would prevent this or use Distortion tokens.
Corresponding Perk Changes:
Knockout will be buffed to prevent basekit self-pickups, but not fellow slugged ally pickups, or perk granted self-pickups. You will only be able to 95% the recovery instead.
Unbreakable will be changed from bonus recovery and 1 self-pickup, to a lesser bonus, and always allow full speed self-pickups (no penalty to recovery speed from 95-100%).

I could agree slugging could have some change, but the proposed changes seem more or less unnecessary.
I could be (possibly, not gauranteed) persuaded being slugged for a longer period could be given a free pick up though.

Currently there is no form of suicide for bleeding out on the floor like there is for being on the hook. That is needed to prevent abuse cases. Also the game is designed around the killer hooking people when they are downed. If you wait a solid minute before hooking someone then you aren't preventing a flashlight/pallet save, you are just bm-ing the person at that point. Also the basekit weak version of Deerstalker can help when you are trying to find what shrub someone crawled into when their audio is bugged, or on maps like Dead Dawg where there is a forest of shrubberies.
