Yes, but he is close to C-Tier. The best D-Tier. Compared to him, Freddy, Trapper and Sadako are worse.
Myers is C-Tier for me. He has insta-kill, Wallhack-Gameplay and perma T3 thanks to good addons. Actually great addons.
Clown on the other side has an Anti-Loop which works every chase and an One-Shot-Addon.

No. He actually is A tier along (Tombstone) Myers. There also is no D tier in general, the strength gaps between characters are not that high in this game. The only significant gap is between Nurse and the rest.

Hardly disagree. A Freddy, a Sadako, a Trapper or a Myers are far weaker than more killers besides Nurse. They dont stand a chance against Blight, Spirit, Artist, Oni, Plague, Pyramid-Head etc.
