Nurse Addons adjustments

Kavanaghs Last Breath - increased the blink duration by 30%

Heavy Panting - increased the blink duration by 20%

this keeps the speed the Nurse blinks at, a consistent speed with or without addons

If it is constant regardless of the addon, I think that the bracelet will also have a speed increase effect.

Is this in the specifications or overlooking?

    The Bracelet means the max distance you can charge is smaller. So it doesn't change the speed.
