The reason Wesker has a larger terror radius
- His dash is relatively silent compared to other killers that can cover as much ground as he can (billy chainsaw, nurse blink can be heard globally)
- His dash is blindingly fast (might even be impossible to react to after he has pressed the button, unless you are all the way at the end of the range)
- BHVR does not want survivors to go from 32m chase music to getting grabbed in 2 seconds flat
- Wesker can go from "far" TR music to RIGHT NEXT TO YOU almost instantly, from out of the range that you can hear his "heh heh heh" power charging sound.
Conclusion: his power presents a balance problem that they solved with a larger TR

blight is loud AF. If you can't hear him coming from far away that's on you, if you have ever played with Vigo's journal (the add-on that makes him undetectable during his dashes) you will realize just how much reaction time his grunts give to survivors.

For real though, I have caught some survivors completely off guard. People really underestimate just how much distance the second dash covers.

Tbf, Blight is only loud at the beginning of a rush. After that, he's more silent imo

Blight is fast, but not as fast as wesker. You can drop a pallet on blight. Wesker's dash is so fast you have to drop before he dashes.

Wesker’s total bound distance is barely half his TR.

Blight is an old killer by now, Wesker is the newest addition to the roster.
BHVR could be testing the water with Wesker, ie trying out if a 40m TR is a viable counter for the faster killers, while on the other hand make them "more stealthy" because you sometimes hear them constantly and buff certain perks like Starstruck and then later patch a bigger TR in for killers like Blight and Nurse.
The second option is, that the bigger TR is just part of his kit, even though we consider the dash and infection the main part of his power. A similar thing happened with Pinhead, ie the chains are his power, but sometimes you build entirely around his chain hunt ability (his secondary power) and might not even use his main M2 all game. In this regard the Distressing/Coulrophobia/Unnerving Presence or Distressing/Starstruck/Awakened Awareness builds also mostly utilize his big terror radius instead of his M2 power for the main power of their build.

His ability is limited by the environment so he has to hit something in order to hit you and he is slower than wesker

He has a larger terror radius because it's a gimmick to sell more copies of Project W for real money and Weskers for Auric cells, which costs real money. In six months to a year they'll probably nerf it.
Wesker took Doctor's niche of being the best killer to use terror radius perks because he has to be bought with real money, plain and simple.
If your conclusion were correct than Nurse should have always had a 40 metre terror radius. She's been blinking in on survivors from over 30m out and ripping healthy survivors off gens for years.

Blight with both speed addons reaches above 300% speed, which is just as fast as Wesker at the end of his animation.
