Question about "Chain"

The "Chain" is the whole "One side brings strong stuff, other side responds with strong stuff, comes back to first..." and so on and...
Where do you think it started? Did the issues from then got changed/fixed/worsened?
Because I feel like this is the core of the "X side has stupid stuff" discussions everyone talks about.

It doesn't matter who started it since someone inevitably will no matter what. There is change but the cycle will always be the same.

It practically started from day 1 with old mori and bnps. But comparably, it's way more better today then it ever was back then.
