Nerf Gen Regression Stacking

Right now all killers are stacking Call of Brine, Pain Resonance and Eruption and Save the Best for Last.
These perks are absolute ass designs and the fact that Eruption and Pain Resonance could remove 25% total progression on a generator, while the survivor is stuck unable to stop it from regressing for 20 seconds is HARSH.
Rework these perks.

As for OP...
I still don't understand Eruption's Incapacitated duration buff. Felt really unnecessery and it mostly hurts soloq even more. So reverting that, maybe even slightly reverting the % loss would help a bit.
