PC - Can't fully unblock a friend

I accidentally blocked a friend, and I cannot fully unblock them. I can still see them in friends list, but the UNBLOCK button won't switch back to BLOCK when pressed, and I can no longer see their text in chats. I've tried unblocking from steam, and even completely removing them as a friend and then re-adding them, but the issue persists.
My friend tried it as well, and they have the same issue.
ADDENDUM: Just discovered, the bug applies to unblocking from the friends menu. However, I just noticed that when you click on the person when in the lobby, the unblock option does work from there.
