question about the last survivor mechanic

so from what was said if say a nurse manages to down 3 survivors at the beginning of a match and then downs the last one before a survivor recovers from the dying state, the match just ends?

or is this an end game collapse only mechanic?

    The match would end. She’d enter the mori animation for the last survivor she downed and simultaneously the other three would be sacrificed.
