Can Unrelenting reduce this?

Do you know if missed attacks that hit an obstacle have the same cooldown as normal missed attacks. If yes, theoretically you could reduce the recover time after hitting a locker (that has a lock) with Unrelenting, making it actually useful.

    Hitting an obstacle in the environment does not count as a missed swing and is unaffected by Unrelenting for some reason. In theory you miss the swing, but the game treats missing and hitting an object as both a hit and a miss, so it isn't modified by perks but you still go through cooldown as if you missed the swing. It's very weird. Unrelenting is basically worthless though, the only niche it has is going for window cutoffs as Billy and Bubba but that is about it.
