Why are these posts pinned?
Isn't it more important to have the recent patch notes, blog posts, HOW TO DEAL WITH CHEATERS pinned at the top everywhere on this website?

These are pinned in the general discussions channel, because they're general discussions, tips, and summaries of streams.
If you want to access the devs' news and patch notes, there is another section of the forums just for that :)

Patch notes are not posted in general discussions, so they cannot be pinned there. How to deal with cheaters is in the FAQ, etc, etc.
I will say that the Behaviour Beyond stream is perhaps old news, but the other two are just nice to have.

I get that, but some important stuff should be pinned anywhere for easy access. Especially new people to the forum can get lost. Can't expect them to waste time searching for something which existence isn't even proven to them.

They're pinned in general discussions because they're discussing the game. Pinning news related posts in any/every channel would just make everything cluttered.

We pin posts in the individual sub channels as they're related to that specific channel - for anything game related we have the "info & help" section of the forum which is our Knowlege Base where the majority of information is kept including Dev Updates.

You have the option to dismiss them I believe. Iām not too savvy on options these days but I believe it is an option to not have to see them. I could very easily be wrong too.

Personally, I think the DbD anniversary stream recap is more relevant to have pinned here instead of the Behaviour Beyond one. Some things in there are still relevant, whereas all the DbD stuff from the BB stream has already been out for a good while now.
