When people refer to FOMO, what are they talking about?
I've heard of the acronym "Fear of Missing Out" but in what context is it relevant to BHVR, specifically? It seems like a special context... or is that not the case? I've been gone a year, and have read very little about all that's changed beyond perks and abilities. Thanks

it's referring to the limited time cosmetics coming with the event, which are likely never going to be purchasable again after the event ends. this pushes people into buying them solely for the exclusivity. this is a common strategy in the game industry and is (rightfully) criticized as being predatory

Its relevant to the halloween skins they showed. The toilet paper mummy dwight and whatever janes is called will only be available during the halloween event. Basically the whole cheap marketing trick of "only available for limited time" after they already said they didn't want exclusive cosmetics.

FOMO in this case is people panic buying those cosmetics because they fear of missing out on them

Whenever you have content for a limited time only, and use that as an incentive to either put time or money into the game. Its a particularly manipulative form of retention tactic that gets rightfully criticised for taking advantage of people with gambling addictions, OCD, or other similar conditions. The term usually only gets brought out when it is applied to an unreasonable degree, either through lack of later availability or the unlock requirement being unreasonable enough to try to incentivize sales during said limited period.

Two Halloween outfits have been unveiled in the trailer for the update, and there's a tag next to them that says they're limited outfits. Presumably, they will be outfits that cost money, but also leave the store after the Halloween season ends.
Last year, the Stranger Things DLC was removed and they made a sale on all related items. Even with a discount, it was still pricy to get all the outfits, and some people did so just because they wouldn't be able to obtain them in the future.
Those are the major things people point to with FOMO, but there's also the Rift/Battlepass that very slowly releases skins after the end, so people could still call it FOMO.

Basically, people are afraid BHVR is going to switch their shop model from one where everything they release is always available to one where they constantly release stuff that's only in shop for a few weeks before going away forever. It's a common tactic in webgames to raise sales by scaring people into buying things they otherwise would have been on the fence about for the sake of exclusivity/before they permanently lose the chance to.
It's been mentioned several times in recent surveys and this is the first time we're seeing it enter the game.

For Jane it's because she rarely gets cosmetics. If players don't buy the cosmetic BHVR is able to use it as an excuse to not make Jane cosmetics more often because "no one buys her cosmetics anyway."
