Ban for changing the region and buying cells?

Many players note unreasonable bans, while the general pattern that I was able to establish for everyone is a change of region. I would like to clarify this issue. I know that steam policy provides for a ban for such frauds, but no one was banned by Vac ban, everyone from whom I heard was banned by an in-game ban. Can they get banned with an in-game ban for changing the region and buying cages at competitive prices, especially for countries that fall under sanctions?

This question is very important for those who have not done this yet, in our group we are already actively discussing this, I continue to dissuade everyone from this undertaking.
