Lags and stuttering at higher Quality

Hi, so I always have to play on low graphic settings because when I turn to medium/high/ultra my game is stuttering and unplayable. My FPS are stable at 120. My PC is also good enough (i9 9600k, rtx 3080). Does someone has a fix for that? And when can we get advanced graphic settings like 165 fps? I have a 165hz monitor so it sucks. Thanks for answers!
