Doctor Bug?
I'm not sure if this is the place to ask this question, but I have noticed something odd every now and then. There will be a Doctor who just stands still and continuously shocks and swings. He occasionally steps forward or backward as well as randomly snapping to face a direction. His turns are also abrupt and automatic as if they were a computer. Is there a bug with the Doctor or are killers attempting to 'program' their own bots?
(Also, their username is always just "The Doctor".)

it's just a bot people set to farm shards or/and rift lvls + lower their mmr.
It's not a bug, you can meet bots of many killers, people choose Wraith for faster games (can't find the killer = can't farm off it's bot hitting) and Doctor to farm points off shocks.
You can just report those
