Who are the Survivors you never see?
Excluding legendary skins, I rarely see:
Jonah, Quentin, Adam, Ash, Felix, and Yoichi.
There are some I see almost every match, and then there are some I see a moderate amount of time, and then there are some I see occasionally (like Zarina, Jane and Ace (and others)). But those guys are the ones I rarely see. I actually forgot Yoichi was a character for a minute, not gonna lie.

The fact no one here has mentioned Jeff is surprising to me.
