Xbox Series X - Achievements not tracking/unlocking

achievements are no longer tracking or unlocking when the game is installed.
if played on xbox cloud gaming achievements function as normal.
This issue started Nov 11th and uninstalling then reinstalling the game does not fix it.
please devs/community this must be some solvable technical issue. I want to play with the game installed for the best experience.
