General Perks in the Shrine?

Just popping in to request that the General perks level account wide like character perks do, gained from purchasing them in the Shrine of Secrets. Maybe doing a week of them once a month?
It just leaves me anxious when I have characters I don’t really play at level 50 who’ve still got General perks at tiers 1 or 2 and I don’t want to have them end up at some random level like P3 lvl 13 to have everything unlocked, should I need them for a character specific challenge.
