Feels like something weird is going on with queue incentives

Killer has been at +100% the entire time I've played the last few days even when surv queues are instant. Sometimes survivor queues get a little longer so I go to play killer and the killer queues also take several minutes even at +100%. Doesn't seem right.

It's been bouncing back and forth between survivor and killer pretty fast across my play time. In some cases they swap every trial.
