An additional way to unlock perks for licensed characters is needed

The Shrine of Secrets is not enough. It only provides 4 perks every rotation, and on top of that they are completely random (to my knowledge). I propose that there should be another way to unlock perks for DLC characters (and maybe all characters), due to the fact that they can only be acquired through the use of real money and can't be grinded for.

This wouldn't be a huge problem if the perks weren't super strong/meta. But as for now, some of the strongest perks in the game are locked behind a paywall as the only reliable way of obtaining them. Reassurance, Off the Record, Deadlock, Call of Brine, Eruption, and Lethal Pursuer are all considered meta and are all from DLC characters.

Yes, there are also strong perks that come from non-DLC characters, but they aren't as strong as the ones I listed above. Its also worth noting that a lot of the strong perks from non-DLC have been nerfed in some way : Pain Resonance, Pop Goes the Weasel, Spine Chill, Ruin, Dead Hard, Corrupt Intervention, Tinkerer, Iron Will, and Thanatophobia.

The ladder list of perks are good, but again aren't near the power as the DLC perks I mentioned. DLC Characters should have their perks available to purchase with Iri shards, and the price for each tier is the same as the Shrine (or possible more).

    A good idea might be to allow players to level up characters even if they dont own them.
