That's your grade progress. It used to be used for matchmaking, but it isn't anymore.
If you're curious how emblems create pips, pip loss.
Grades are more lenient than ranks were too.

You should definitely check the link above to learn about the emblem system to rank up, but I will break down the one you questioned in your video.
Specifically with regards to the devout emblem you need 100 points to get an iridescent emblem, 80 for gold, 40 for silver and 10 for bronze.
To score points for that emblem specifically,
You get 20 points for each survivor that you sacrifice/kill, but not bleed out, totalling 80 possible points
You get 10 points for having at least 9 hooks
You get 10 points for having hooked each survivor once
According to the emblem when you highlighted it,
You got 10 points for hooking each survivor once, and thats it because you had 0 kills and not enough total hooks.
