Your attacks cause intense pain.
When injuring a Survivor with a Basic Attack, they gain the Hindered status effect starting at 1/2/3%. Every 15 seconds they are in Chase, the Hindered Status Effect increases by 1%, to a maximum of 6%. This effect lasts until the Survivor is put into the Dying State or Healed.

the chase perk to end all chase perks, basically as soon as you get injured in chase your dead

I just noticed there weren't any perks that cause Hindered, which is a powerful effect, so I tried to balance it with a status cap and an increase over time.
