Blocked Gens keep Regressing

Platform: Steam (most likely any platform)
Description of the issue: Whenever a Gen is regressing and gets blocked (e.g.: Pain Resonance happens and Dead Mans Switch blocks the Gen, OR: Regressing Generator gets hit by Deadlock), the Gen still loses progress. Some time ago it would not lose Progress.
Steps to Reproduce: Get into a Lobby with a friend and some Bots. Have the friend repair a Gen, hook a Bot at a Scourge Hook while this friend repairs, they get hit by Pain Resonance and Dead Mans Switch and afterwords the progress is clearly less than before, indicating that the Gen regressed while being blocked.
How often does this occur: All the time.
