The Shrine of Secrets Needs A Serious Overhaul
I said this back when I calculated the price for getting all perks unlocked for all character before AND after the 6.1.0 Patch, but I feel like this should be stated again. The Shrine of Secrets is a pathetic system that needs to be overhauled because it is laughably bad.
Getting perks can be time consuming, you need to grind the Iridescent Shards for the character, and then prestige them 3 times to unlock all perks on all other characters. Iridescent Shards can take roughly 40 hours to unlock a character with (I timed it myself) without any XP events active. But things get worse when you bring the Shrine of Secrets into this.
Let's say I want all of Trickster's Teachable Perks, and No Way Out is in the Shrine of Secrets. I would have to spend 2K Iridescent Shards for Tier 1, 4k Iridescent Shards for Tier 2, and 6K Iridescent Shards for Tier 3. This totals to 12K Iridescent Shards for 1 maxed out perk.
But wait? Trickster itself costs 9K Iridescent Shards, and that single perk costs 12k IS in the Shrine of Secrets, why would anyone buy a perk from the Shrine?
And keep in mind, that is just for a single perk, if I wanted all of Trickster's Teachable Perks, I would have to pay 36K IS for No Way Out, Starstruck, and H: Crowd Control. And this is ignoring the elephant in the room, you have to wait an entire week for the Shrine of Secrets to reset, and there is no guarantee that those perks will be in the Shrine of Secrets.
So let's say that BHVR releases a new licensed character for the community to get their hands on. Well, not everyone is willing to fork over the money to get access to their perks, and let's say the newly released "Hex: Blow Up Survivors" just released and it's insanely strong, borderline OP in fact. People are going to have to wait for such to come to the Shrine, waiting weeks, or even years for it because spending IS to get the licensed character is no longer an argument.
For many players, this is the reality, getting your hands on licensed and non-licensed perks without spending money is borderline impossible through the Shrine of Secrets, in fact a huge portion of perks in the game have never even been in the Shrine of Secrets at all, and this system is, in my opinion, intentionally left in poor state to force players to fork over their money on DLC content. It feels predatory and negligent to leave the Shrine of Secrets in such a horrendous state.
Please, BHVR, rework the Shrine of Secrets.

Surprised you didn't touch on the fact that newly released characters will never have their perks in the shrine before months, sometimes a year. Statistically, if it was truly random, I feel like at some point there'd be chances of them arriving earlier on the Shrine.
That being said, I don't completely agree with you on your math. I feel like most people buy the first tier of the perk for 2K and then level up their main (or whichever character they want it on) to get it to tier 3. I know my mains on both roles already have alll tier 3 perks available to them through prestiged characters or past shrines, so if I bought one on the shrine I'd have to spend max 30k bloodpoints to get the perk up to tier 3, and that's just one killer game's worth of bp.
It's still not completely "worth it" to buy on the shrine, but I don't think it's meant to be.
I still bought tier 1 Chili & Franklin's recently on the shrine, rather than buying Leatherface, but that's also because I don't plan on buying him, and if I did it would have just been for these 2 perks.

Here is what I would do:
Perk shards costs per level: 1000 ---> 1750 ----> 2500 (lvl 3).
Buying perk for bloodpoints: 400 000 BP (2 500 shards)
Now each week there will be total of 10 perks, 5 for each side and they can't be from base game characters (trapper, meg, wraith, dwight, etc.).

I already stated how perks normally dont release after new content releases in the final 2 paragraphs.
I also made it a key idea to point out how a decent portion of perks (for both Killer and Survivor, licensed and non-licensed) have not even made it in the Shrine of Secrets at all. It's also important to note that when a Tome is active, perks needed for Tome Challenges are thrown into the Shrine, effectively reducing the odds of getting the perks you need even more.
As I stated before, the Shrine of Secrets is laughably bad.

Here's what I would suggest:
- There are two shrines, a killer shrine, and a survivor shrine, each week there are a total of 8 perks, 4 in the killer's shrine, 4 in the survivor shrine
- Perks in the Shrine cost 1000 regardless of the current Tier
- Bloodpoint payout per perk should at a minimum be 250,000 Bloodpoints
- All perks can be bought at any time, however perks not currently in the Shrine of Secrets are subject to the current pricing system
- New Killers have a wait time on their perks appearing in the Shrine
- Perks that were in the Shrine the week prior, although will cost a higher price than the 1000, will not cost the full price

For me, shrine should be a little overhauled.
All perks should be always available, no shifting and changing in terms of availability. All perks should costs both iri shards, and bloodpoints (values to discussion).
Once a week, some perks are discounted BUT not globally, yet personally. None of already maxed out perks should be on discount, only not finished or new ones.
For now, being forced to buy a dlc for some good perks smells like p2w, especially for licensed characters that cant be bought with iri shards. Yet i understand that company has to pay for licenses (i really dont like them i prefer original characters). But there is much, much more monetizations in this game outside perks, at least those could not be p2w. If someone wants to buy a new licensed character, its okay, but perks should be available for everyone for everytime.
