Syringe add-on doesn't work on other survivors

Issue: Was using a brown medkit with the pink syringe add-on. I used it on my injured team mate, it consumed my medkit but they did not get the small "timer" indicator at the bottom of the screen and they were not healed after the 16 seconds.
