Super simple change to devour hope.
The totem is not lit until two tokens are acquired. Then the icon stays lit until the totem is cleansed.

Dear god no. Devour is already strong enough as it is. It's stupid to turn it into a mid-game NOED.

I could agree with it not lighting until it gets its first token, but I think all hexes shouldnt light until they actually come into effect.
