Why is Dredge so cute?

Just look at all the killers they look so evil and angry and then you have the cutest thing ever in Dredge. I mean I love playing against him and his nightfall and love his design, but why did they make him so cute? Looks more like someone standing in the kitchen making hot chocolate for children than a killer.
