A little thought experiment about Boon Totems
If it takes a killer an average of just 4 seconds to find and kick a Boon Totem then the time cost to the killer is the same cost to the survivors.
This assumes that 1 second of the killer's time is equivalent to 4 seconds of the survivor's time. (also we're assuming that 4 survivors are alive).
So this would lead us to the conclusion that there is no time lost to survivors in placing the Boon Totem so long as the killer takes time to remove it.
And in this sense Boon Totem: Circle of Healing has no actual cost (it may actually be more time costly for the killer to remove than survivors to place) and provides all survivors with the ability to self heal and 50% bonus speed.

let's say the survivor set boon at the other end of the map and the killer needs 30 seconds to reach and break it
for survivors, these 30 seconds will turn into 120 seconds of the generator
so yes coh not only does it have strong stats it can also give you a free generator if the killer wastes time on the totem

While time is definitely something that Killers need to manage more closely than Survivors, I would really hesitate to boil it down to an equation. There's simply far too much nuance in any given match to possibly put a single number on it. While yes, there are four Survivors in a match, if only one Survivor is free to work on a totem (e.g. one is hooked, one is being chased, and one is going for the save), they're still ultimately spending 14 seconds blessing that totem, and those are 14 seconds that could have been put into a generator. In a case like this where the Killer's got a lot of pressure, the Survivors' time becomes far more valuable.
It's also borderline impossible to put a time on how long it takes to find and kick a boon. If you're chasing someone and they happen to run right by it, it takes practically no time at all. If you don't pass by it and instead have to go out of your way for it, it would instead take much longer.
Numbers are neat and can tell you a lot sometimes, but in this case, I don't think it accurately captures what's going on in a match.

My issue is how stupidly PRECISE you need to line up as Killer to even get the "Snuff Totem' prompt.
That alone takes an extra 2 seconds (usually).

I think however if we agree in any near terms that Circle of Healing has no cost to survivors (the time to place it being the cost) and it's providing 4 much better versions of Self Care to all survivors and if Survivor Perks are worth 1/4 of each killer perk (4 perks vs 16 perks), then Boon Totem: Circle of Healing is as valuable as 1 killer Perk slot. And I think when you consider the overall impact it has on the game compared to any other perk survivors have then there is no denying its value proposition.

coh literally an improved version of self-cear with a bonus to speed and for everyone
if coh only gave speed or was one time, it would be much better, 1 skill literally destroys the hit and run tactics
and when 1 perk completely destroys tactics, this is clearly not good
this increases the tunneling and the camp because it is better to choke 1 than to make 4 hits that will be cured in a moment
Everything I said is only about coh, all other boons are balanced and require you to understand the game, tactics and at the same time do not give such a huge bonus

CoH is utterly broken, it provides massive bonuses to all players for a short time investment (though not 4 seconds) and can be reapplied easily - there is no current way for a killer to completely remove the boon from the game unlike hex tokens.
CoH is far more powerful than a single Killer perk, as mentioned it completely eradicates the Hit & Run strategy (and therefore encourages tunnelling, which baffles me why the devs would do that) and is completely game-wrecking for the poor slow territorial killers like Trapper & Hag - imagine them having to leave their protected area, trudge half-way across the map to stomp the boon then trudge back only to hear it re-activate before they get back to their zone.

I guess if we consider the 50% to be an equivalency Botany of Knowledge, along with Self-Care itself an argument could even be made of it being worth 2 killer perk slots but all I need is 1 to prove the point.

Ignore the terrible gameplay, and the outcome of the match (the survivors were goofing off), just how tricky it was to line up the snuff prompt. (approx. 7:10)

An entirely different avenue to take it down is which perks is it closest to?
Inner Healing. This consumes one totem and gives you one heal, while CoH is infinitely re-ignitable and gives multiple survivors the ability to heal. CoH has effectively blown Inner Healing out of use, as it's magnitudes stronger than it. Before Coh came out, Inner Healing (then Inner Strength) was considered a decent healing perk.
That tells you all you need to know about the impact this one single perk has had. Totems used to be a finite resource. Now they're an infinite wellspring.
Boons should have always been single use perks, once snuffed out, that totem should be consumed. Balance them anyway way you need to to make that worth it for survivors, but make it consume the totem. This way it's perfectly fair to Hexes as well, as a cleanse and a bless are treated equally, each take 14s, each remove the Hex, each consume the totem. Done.
There was mention of giving killers the choice to deceide whether or not to snuff it and make survivors rebless it or not, but frankly, no killer has ever chosen that tactic willingly, and ultimately there is no choice! You either have Shattered Hope or you don't, you don't get to choose whether or not you destroy the totem at any given time, and you don't run Shattered Hope of the off chance someone might bring a Boon.
I think the devs simply worked out how to make this neat system that allows for repeated activation of totems, patted themselves on the back for a job well done, and are reluctant to go back on themselves at this point. Sunk cost fallacy and all.

This ! I don't remember precisely on which map it is, but I think it might be a Crotus Prenn or Macmillan one ? But on one realm there is a totem spot right next to a locker, in the corner of a wall.
The number of times I've accidentally opened the locker instead of snuffed the boon is irrational. For some reason if you're not precisely on the boon, the game goes "Want to open that locker that's a foot to your left ? Gotcha dude ! <3"

CoH being an infinite medkit for everyone is a balanced perk. /s
Medkits themselves being able to be used 2-3 times depending on addons + perks is also fine. /s

Unless they place the boon in front of you, it takes much longer than that to break a boon.

With all due respect, I don't feel the chase analogy is very apt.
If you're chasing a survivor and snuff a boon, that's time the survivor is running away from you, prolonging the chase and giving more time to the survivors. The only time this would not be the case is if the survivor is downed literally next to the boon, something the survivor is fully capable of avoiding as they all see the aura/location of the perk.
