And how do you know they're going to go down after being injured? How do you know they're not going to run the killer for a length of time where you could easily have done the gen? How do you know the killer is actually still chasing them, rather than having broken it off for any number of reasons?
Of course, there is a way to know, called "be in a SWF". The players who are already the hardest for a killer to deal with aren't actually impaired by this at all, it just punishes solos. That's the big problem.
