Is 3genning holding the game hostage?

Someone said that the devs stated that if the killer holds a 3 gen, and refuses to chase survs, even into near infinites, like Garden of Joy house, it's holding the game hostage.

    Uh... no? The example (way before the current meta) was a Doctor constantly shocking Survivors but not trying to kill them.

    That's specific example was a doc not willing to leave the 3gen but also more importantly unwilling to pick any downed person and hooking them aka if the killer isn't even trying to kill THEN it can become a bannable offense of taking the game hostage.

    And the quoted mod said it's an extreme case.
