Mr Puddles not being seen as scary is the entire point of the costume. He’s still a homicidal psychopath carrying around severed and licked fingers.
Same for Robbie, although I have a hunch they were a specific request from Konami.

Considering it takes ages for BHVR to implement basic QoL changes to the main game I'd say the mobile team is just much more experienced at running a GaaS like DBD.

I mean, have you played DBD mobile? It's awful compared to PC. So there has to be some incentive to bother playing that version.
