Iridescent discount on characters when?

Is the characters for 4500 iridescent shards only on Halloween and Anniversary or is there another day?

Usually the characters featured in the current tome are on shard discount (if they are not licensed) - so currently Vittorio and The Knight should be?
tome changes every midchapter, so every 3 months.

Might be because those are ‚too new‘ for that? I wondered why they did a tome on just recently released chars to begin with.
well, otherwise shard sales are very rare and yeah very likely tied to anniversary events only.
