Is the basement (at least it's walls) based off the attic room from hellraiser?

Maybe taking inspiration from it, sure, why not. But I would say it’s just based of general horror aesthetics
it’s almost certainly not directly based off/licensed off it as they have to make sure to not get into legal issues especially if the Hellraiser licensing might not get renewed for DbD in the future..
