Whispers still bugged in certain situations.

Please check if your issue has already been reported first!
When reporting a bug, please include the following info:
• PC/Steam
• Whispers showing as always activated when the last survivor is remaining.
• Play game with whispers, kill 3 survivors, close hatch. Observe that whispers is active the entire time regardless of where the survivor is.
• 100% of the time.
