So... I have been playing this game from quite a few years and I remember when this perk came out... I remember the "unhook" being added due to preventing the perk of becoming too strong but the perk actually it's not really.
Think about it, yeah, the effect of self unhook is cool but... you are broken for a big part of the match... and you also need to unhook another person, which sometimes doesn't happen at all...
So why does not the perk work like this? The perk is active since the start of the trial but everytime you unhook someone, you earn a token, for each token, the broken effect last (random number) 10 seconds less...
With this, we guarantee the perk to work while giving value to it for playing altruistically... What do you think?

You're underestimating how strong everyone being able to self-unhook the first time is with co-ordination. Nobody ever needs to get off gens to go rescue, which is a crazy efficiency boost--way more than most actual gen speed boosts are.
Think about it: if one person's hooked, one's chased, and one's unhooking, that's one on a gen for a little bit. If nobody needs to unhook, that's a 100% efficiency boost for that period of time, and the Killer is denied information or an opportunity to disrupt this attempt.
I'm pretty sure there's videos showing what happens when a team runs a luck build (something like 96% chance of self unhooking), and it's pretty ridiculous. This would be the same thing, but with only one perk and a full meta loadout otherwise.
