Is JeFF's prestige unfinished?

It's really lackluster. The jacket is pretty neat, the pants have very little blood on them and the prestige head is just the face and neck. No blood at all in his hair, which has been a thing with Kate and Adam, and none in his beard.

It honestly feels like very little eFFort was put into his prestige. Especially when you look at other characters that really stand out with how much blood they have. Tapp, for example.
