You can't see victor at all for the couple of seconds he is supposed to be there after latching onto a survivor. The video shows this pretty well.
I run into this every game, every map I've played on as twins. It doesn't work at all right now.
You can play any match and do this and it will occur. The killer instinct still works on nearby survivors, however, those few seconds his air usually appears never happens.
