It's simple BHVR, make easy fix for your map by removing this exact texture on the picture. I already met at least 50 survivors exploiting this texture and it's still in the game. Change the height of its transparent box at least, so nobody would boost there.

I'm pretty sure you can get up there too if you walk into the corner of the cart closest to the steps.
