Executioner's Punishment of the Damned not proccing Protection Hits

While playing Pyramid Head and using the perk "Forced Penance," I used his Special Attack Punishment of the Damned on a healthy survivor after they unhooked another survivor. However, despite both beginning to move before the attack made contact (meaning the unhook animation was complete), the healthy survivor did not suffer from the Broken Status Effect from Forced Penance.
Reproducing is simple. Use Punishment of the Damned on a survivor near an injured one. The attack will not count as a protection hit.
