Whispers detects survivors who are dead

I'm on PC and after playing the match for a while whispers seemingly became active constantly. I walked away from where a dead survivor was and it turned off. When I say dead I'm referring to when their icon is replaced with the skull icon after being hooked for a third time.
If you play the game normally and sacrifice survivors, you'll see that whispers includes the hook survivors were killed at in it's detection. This has happened every game I use it.
