Terminus is not keeping survivors broken for the additional 30 seconds (tier 3) after exit gates are open, as the perk states.
I just played a game against The Clown on the "Yamaoka Estate - Family Residence" map. The Clown was using the perk Terminus. I was playing as Ace and I was able to heal another survivor, Kate, that previously had the broken effect from Terminus immediately after the exit gate was opened. Kate was running no perks, such as Deliverance or For the People, that would have self inflicted the Broken status effect.
The Kate in the third survivor position pictured is the survivor that was healed after the gate was opened.
